Safe Fill - PA DEP at Loggerheads
The proposed "safe fill" regulations cover most soil used for fill in Pennsylvania. If you are a developer, site contractor, utility contractor, or anyone utilizing fill on a property, you must know about this proposed regulation. The proposed regulations appear contrary to the risk-based approach that the DEP allededly favors, and generated heated confrontation between regulators and the Scientific Advisory Board over the "spill or release" issue on July 7. Last chance to comment is August 5.
